If you can find another slimmer cylinder to drop in it to put sand in that would be great. You then wrap that cylinder with an old egg crate foam mattress or just stuff it with old rags. If you have enough, you can stuff the entire things with old rags.
If you fill the entire bag with sand, it will weigh a ton and be hard as a rock in no time.
